Bradford Council seeks feedback on changes to SEND transport for post-16 learners

Bradford Council is asking for feedback on proposed changes to how it provides transport assistance for post-16 learners with special educational needs and disabilities (SEND).

public consultation into the proposed changes has opened and runs until 12 January 2025.

The proposed change is to move away from the council arranging transport, such as a minibus or taxi, to a system where learners are given a Personal Transport Allowance (PTA). The young person, or their family, uses the PTA to make their own travel arrangements.

If the changes are agreed, existing users would switch to the new arrangements in September 2025.

For some young people with the most complex needs, council-organised transport arrangements will remain.

Councillor Sue Duffy, Bradford Council’s executive member for children and families, said: “This proposal, if agreed, would see more children using a Personal Travel Allowance, rather than council-organised travel arrangements.

“A Personal Travel Allowance gives families and young people more flexibility and choice to decide on the most suitable transport to meet their needs.

“Like a lot of other authorities, we are under financial budget pressures, but at the same time we want to ensure we support our young people and their families in the best way we can so they can have independence.

“This proposal is open to consultation, and we welcome feedback on the proposal at this stage.”
