A NEW cafe on a busy junction could cause “severe harm to highway safety” – planners have decided.
An application to open a cafe in a section of 1043 Leeds Road, Thornbury – a recently refurbished shop unit – was submitted to Bradford Council by Sohaib Hussain earlier this year.
The proposals were to change the use of the section of the building from retail to a cafe, and install an extraction flue for the new kitchen.
But the plans have been refused by planning officers.
Highways officers at the Council raised concerns that there seemed to be no parking allocated for the cafe.
They added: “The adjacent area of Leeds Old Road/Leeds Road forms a high traffic volume junction which connects numerous highways from Bradford to Leeds. Given the close proximity of the site, a new use is considered of potentially high risk to disrupt local and regional vehicle movements.
“Despite this the proposal provides extremely limited information as to proposed parking, highways access and the scale of use of the proposed cafe.
“The proposal fails to demonstrate less than severe harm to highways safety.”
Officers also feared the extractor flue could cause a nuisance to nearby homes.
They said: “No information has been provided as to the noise levels or odour from the flu, and how these would be suitably controlled in close proximity to numerous dwellinghouses.”
