Retrospective plans to allow cafes created from shipping containers to run from a car park have been refused a second time.
Last year Bradford Council issued an enforcement notice after two containers were installed at the rear of the car park at Clarges Street, Little Horton, without planning permission.
The two containers had been converted into cafes, and the notice demanded the structures be removed.
A retrospective application to retain the cafes was submitted by Abid Hussain, but refused in March, with planner saying the cafes “are considered to be a poor form of development which fail to preserve the amenity of the locality.”
A second application was submitted this summer, this time saying the cafes would be given a stone cladding. But these plans have now also been refused, with officers saying: “They are strident by their siting and incongruous by their design and materials which is at odds with the character and appearance of the wider locality.
“The introduction of some stone cladding does not overcome these concerns and if anything is likely to result in a more disjointed appearance.”
They added: “The development is likely to result in noise and general disturbance harmful to the amenity of the nearby occupants, particularly late at night. Developments such as this have become common within the district and the later operating hours has become a noted problem when close to residential accommodation.”
The car park is also subject to another planning application that has yet to be decided on.
AMAFHH Investments, owners of neighbouring Brigella Mills, have submitted plans to build a shop and 59 flats on the car park – the first step in the regeneration of the vacant mill complex.
