Dr Ruby Bhatti OBE DL is set to be sworn in as High Sheriff of West Yorkshire for 2026–2027, becoming the first South Asian solicitor to hold the historic office in the county.
The declaration ceremony will take place at Leeds Combined Court Centre, where Dr Bhatti will formally take up the role for the year ahead.
The Office of High Sheriff, which dates back more than 1,300 years to Saxon times, is the oldest secular role in the UK after the Crown. Today, it remains a ceremonial and non-political position, representing the Sovereign in matters relating to the judiciary, the rule of law

and public order.
Dr Bhatti brings more than three decades of legal experience to the role. A highly respected solicitor, she specialises in family and immigration law and heads both departments at Whiterose Blackmans Solicitors LLP. Her work has focused on supporting vulnerable individuals in complex cases, including those involving domestic abuse, children and immigration matters.
Alongside her legal career, Dr Bhatti has built a longstanding record of public service. Over the past 27 years, she has served as a non-executive director, trustee and board member across a range of charities, social enterprises and education trusts, championing initiatives aimed at improving opportunities for young people and disadvantaged communities.
Her contribution to public life was recognised in the 2019 New Year Honours, when she was awarded an OBE for services to young people and housing. She was later awarded an Honorary Doctorate from the University of Bradford in 2020 for her work in community leadership.
In 2023, she was appointed Deputy Lieutenant for West Yorkshire, supporting the Lord-Lieutenant in representing the Crown and promoting civic engagement across the region.
During her year in office, Dr Bhatti said she intends to focus on recognising those who serve their communities, particularly individuals working across the justice system, voluntary sector and youth initiatives.
Speaking ahead of her declaration, she said: “It is a great honour to serve as High Sheriff of West Yorkshire. I am deeply proud of this county and the people who work tirelessly to strengthen our communities.
“Throughout my year, I look forward to supporting those working within the justice system, as well as the many volunteers, charities and organisations who dedicate their time to making a positive difference across West Yorkshire.”
Her appointment marks a significant moment for the county, highlighting both its diversity and the growing contribution of legal professionals from minority backgrounds to public life.
