Plan for new shop would “fan the flames” of parking problems on Leeds Road

Plans for a new shop off Leeds Road would “add fuel to the flames” of dangerous parking on the busy street – planners have claimed.

An application to convert a garage at 362B Leeds Road into a shop was submitted to Bradford Council by a Mr Bashir earlier this summer.

The shop would front Downham Street and see the garage doors replaced by large windows.

Highways officers raised serious concerns about the plans due to existing traffic on the street and indiscriminate parking on side streets.

The plans were refused this week.

Highways officers said: “Despite the presence of traffic orders, indiscriminate parking is taking place at the junctions of Leeds Road and the side streets.

“It is noted that planning controls should not be used where other measures would be effective, but in this case, it is considered that the presence of further retail development would simply add fuel to the flames and make a bad situation worse.

“Furthermore, traffic accident records for the past five years indicate a total of fifteen severe accidents have occurred on Leeds Road within 100m either side of the development site.

“Overall, it is considered that the proposed development would lead to further pressures on the limited available on-street parking, which in turn is likely to result in further indiscriminate parking taking place on the footways and at junctions, giving rise to conditions affecting the safe and free flow of traffic on a busy classified road.”
